In 1999 the question of incorporation was placed before the voters of Colstrip in Rosebud County on November 3. Incorporation was approved by a vote of 593 to 359.  The form of government adopted was the alternative commission-executive form with self- government powers, at large, non-partisan elections of four council members and a separately elected mayor.

 

In 2003 at the November 4 municipal election, Colstrip voters approved a charter with the commission-executive plan of government by a vote of 232 for the charter and 186 for the existing commission-executive form of government.
